Evolution of Federal Oil Pollution Research Planning

ABSTRACT This paper describes the evolution of Interagency Coordinating Committee on Oil Pollution Research (ICCOPR) and Technology Plan (R&T Plan) to address changing oil pollution risks associated with advancements in energy industry practices. The Act 1990 (OPA 90) Title VII required development an R&T identify resources needed for government research programs. 1992 its 1997 revision marked a major advancement how United States (U.S.) planned research. first two plans met needs their time but were outdated when Deepwater Horizon spill 2010 revealed wide range new ICCOPR responded challenges by revising Charter establishing six-year cycle. In September 2015, released FY 2015–2021 Plan, which established baseline plan current future planning. structured review process used analyze more than 900 identified since OPA 90 was enacted. explains classification that four Classes, 25 Standing Areas (SRAs), 150 priority Plan. is working planning cycle cover FY2022–2027 timeframe. factors being evaluated update list needs.
